Jon Carpenter started a free community newspaper, the East Oxford Advertiser, which was distributed to 3,000 households in East Oxford. The newspaper featured articles, information on welfare benefits, demonstrations and public meetings, planning applications, residents' association reports, and readers' letters.

This initiative helped Carpenter establish a bookshop known as EOA Books at 34 Cowley Road in 1971. A few months later, both the newspaper and bookshop moved to 24 Cowley Road.

The bookshop sold various publications not available in mainstream shops, focusing on radical politics, feminism, gay rights, and more. Its back room hosted meetings for community action groups.

In 1982, EOA faced a significant rent increase from Oxford City Council. This led to Carpenter collaborating with Anthony Cheke and Ruth Ashcroft to establish the Inner Bookshop, which sold books on 'mind, body & spirit' in the back of EOA Books.

In June 1988, after Jon Carpenter left, the Inner Bookshop took over the premises of EOA Books.
